The decode: what one second of formatting touches — and what the corruption error really reported

The anatomy of a quick format: it does not erase a drive's contents — it replaces the drive's opening pages: writing fresh, empty filing structures at the volume's start so the system can treat it as new, while the old estate sits behind them, orphaned but physically present. That's the standard mercy of the whole wrong-target genre. His case adds the rarer, better mercy on top: the format failed before finishing even that.
